Workplace Violence Prevention Plan

At Cabrillo, we are committed to maintaining a safe and respectful workplace, free from violence. In compliance with California’s Workplace Violence Prevention in General Industry Standard (Cal/OSHA Section 3343), our Workplace Violence Prevention Plan (WVPP) aims to protect employees, customers, and visitors from harm. Workplace violence includes threats, harassment, intimidation, and physical attacks. We maintain a zero-tolerance policy and encourage employees to report any concerns confidentially and without fear of retaliation.

Our program includes regular risk assessments, mandatory training on recognizing warning signs and de-escalation techniques, and a structured response plan for incidents. Employees receive guidance on emergency procedures, law enforcement coordination, and access to support resources such as counseling services. Additionally, we have clear reporting procedures and an emergency action plan to ensure swift responses to threats.

Incident Reporting

An employee may report a Workplace Violence incident through any of the following means:

  1. By calling the District's 24/7 workplace violence incident reporting line:

  2. By reporting to any manager or supervisor verbally or in writing.

  3. By using the Workplace Violence Reporting Form

  4. By reporting to the Manager, Environmental Health & Safety or another Safety Committee member.

  5. By reporting to a Designated Representative (such as a labor union rep), who will facilitate a report to the District. The District will respond to the report after it receives the report from the Designated Representative.

Workplace violence incidents can be reported in a number of ways:

  1. In the event of an active threat or violent incident, dial 911.

  4. By contacting your manager or supervisor verbally or in writing.

  6. By contacting a designated representative, such as a union rep, who will submit a report to the District.

Yes, you can submit reports anonymously.

The WVPP applies to all District workplaces and employees except:

  • A workplace that an employee has chosen to telework from that is not under the control of the District.

  • An employee who is teleworking from a location of the employee’s choice, which is not under the control of the District

The WVPP covers all Cabrillo College employees and employees of any outside vendors who may be working on District property.

No. The plan is very clear that employees who submits a report can not face retaliation for doing so. If you feel you have been retaliated against, contact HR or EH&S.

  • If you have witnessed or heard rumors of threats of physical violence, submit a report using the Workplace Violence Reporting Form.

  • If you know of a situation or area of campus with the potential for workplace violence (someone acting strangely or suspiciously, areas of campus where lighting is out, etc.), submit a report using the Hazard Reporting Form.

Initial reports will be sent to EH&S for review and classification.

Reports will be sorted into one of three categories:

  1. Immediate Threat (i.e. active violence, severe threats of physical violence)

  2. High-Risk Threats (i.e. credible threats of violence, stalking, or harassment)

  3. Low-Risk Concerns (i.e. workplace disputes, concerning behavior)

Reports may be shared with various campus entities including but not limited to: Human Resources, Student Senate, Law Enforcement, Facilities, Safety Committee.

All reports will be investigated and a report of findings made available to those involved in the incident.

All reports will be entered into a Violent Incident Log. Records of violent incidents will be retained by the District for at least five years.

Every attempt will be made to remove identifying information from reports before passing them on to other campus entities.
